Doesn't the Kobo site have the wish-list option any more? Unless I'm blind as a bat and can't see the link.

From memory, it's kind of been turned into the 'Get a Preview' link under the book's cover, which adds its preview to your library.

That kinda sucks.. I would think a wishlist that you could later look at in one list is a lot more useful than downloading previews.. Though it can be argued that previews are good on its own merits.
