Amazon On-Line Books Available?

I'm in the middle of purchase a paperback book from Amazon and it asks me if I want to 'upgrade' for $3.99 and be able to read my book on line. It does not seem to be in any way connected with the kindle (which I don't own). This was the option:

I have never noticed this before - is it new? I looked at this same book last week to see if it was available for kindle (it's not), and I never noticed this.
Does anyone know what's up??

It has been mentioned before, see Amazon launches Amazon Online Reader. It was what Amazon talked about at the Frankfurt Book Fair, see No sight of Amazon's Kindle reader at Frankfurt Book Fair.
