The publisher can license the book with different options. It may only be licensed for Kindle and in-app and not Adobe DRM. I still get loans and download ADE ACSM files. The book information page will list what formats are available for each book at the bottom in the Read with... section.

I ran into this problem a while back. You must go to libbyapp.com with your desktop browser and manage the loan from there. The ACSM option is not present in the Libby mobile app, as ADE is not available for Android or iOS.

I was able to get an acsm last time I borrowed from Libby, but it took me some time to find the option. I expect they'll have hidden it again next time I borrow something.

I just checked and yes, I can download either a DRM free ePub or a .acsm file.
