What is the best program for converting a Docbook-compliant XML file to an ePub?

Don't forget about the possibility of combining existing tools. You could use OpenOffice or AbiWord (or most likely, a number of other tools) to convert the docbook to HTML, and then use calibre to convert the HTML to ePub.
