The following are what I have listed as changes in 4.40.23081
  • [Clara Colour/BW] 1 white pixel appearing on the bottom panel of screen
  • Waveform improvements
  • Removed sleep screen illustration from Colour devices
  • Preloaded assets for China sideloaded mode
  • Updated certs

Again, note that this firmware is only for the Libra Colour, Clara Colour and Clara BW.

Do these updates roll out over time? I just got my Libra Colour this week, checked for an update and it says I'm up to date on 4.39.23027.

Yes, it will take some time to get it Over The Air (OTA), provided you activate your WIFI and Kobo decides to send it in your region.
As an alternative, you can install it manually (see this forum for details on how to do that).
