Populate tags before adding books

I was wondering if by any means it is possible to populate the database with predefined tags .. independent from books so if I ad a new book the whole set should be available

Add one book, add as many tags as you want to it. All your tags will be available. Once you have finished importing your collection, delete that first book.

yea I had the same idea ... but there's no neat / clean way of doing it right ?

Not really. The list is a dynamic one made up of all the different tags currently used in your library.

Besides, you would still have to populate each book.
If you allow tags from metadata, it ADDS to /modifies the existing Tag list.
There is no: ONLY allow (to be used) if it is in the list
