Weird EPUB image placement

I'm hoping someone can help me out. I'm having issue with some images in a Epub. The Images are small but I have several in one area. When previewing the EPUB the image from the bottom carries over to the next page.

Here is what is going on;

As you can see the image from the bottom is showing up at the top of the next page as well. Does anyone know why this is happening or how to fix it? This is happening on at least 3 pages.

With what do you preview? In which program? On what reader?
