Why does my Treo need a separate device for GPS?

Aren't all phones now required to have the ability to send their location for emergency services? (That little logo generally shows when it's on.)

So, on my Treo for example, why do I need a seperate GPS device? Isn't that redundant? Or is that location dependent on cell tower locations and not accessible to applications?

Anyone know how this all works?

You are referring to this, right?

The difference to seperate GPS devices is that xmitters are very small and inexpensive (you can use them to track dogs, trucks, your wife...). In the cell phone, they say, it is only active when 911 is dialed (Verizon). The trackers (receivers and receiver/xmitters) however are much more involved and have displays. They're usually pocket-sized.
