PDF to Epub - Images with Text

Sorry if this is the wrong place, this is my first post.

When converting from pdf to epub, there is an image with text overlay (in this case, a map). I can't seem to find a way to keep the text over the image, rather than stacked underneath. This would seem to be a pretty basic problem. Has anyone figured out how to do this?

It may take some (code) work, it sounds similar to what I did with the headers in this thread:

Thanks for the quick reply, but I'm not really sure how to do that level of code work. From the thread you linked to, I don't see how:
A- to get to the code
B - to make changes to the text size/position
