Software for creating image-based PDFs
I have some books scanned as TIF images. For various reasons, I want to make them into image-based PDFs instead of OCRing them. Any recommendations for software that is both good and free?
Either Windows or linux is fine; open source would be a bonus. thanks! |

I personally use a tool called tiff2pdf. It comes with cygwin or any linux base program. Then I use pdfsam. Which mergers and splits pdfs.
