Plus, Amazon is not pro-DRM. Most big publishers demand it, and it is there as an option for Indies, but Amazon sets the default to no DRM.

Jeff Bezos is on record saying he doesn't think DRM is helpful.

What you describe, I wouldn't call "dishonest".
Maybe inefficient or inconsistent. This obviously is true for all big corporates.
In German we say "the left hand doesn't know what the right hand is doing".

But being "dishonest" would mean exactly the opposite: Kind of a "master plan", being incorporated through all divisions.
And this, I'm pretty sure, is impossible in any big organization.
