I don't know in French, but in Spanish the "de" does not always denote aristocracy (I'd say more often doesn't). It also means "from", so it was used in times when surnames were often just the town where someone's family came from, or the name of the father/mother.

yes, "de" means of or from in french, when it is in a name as an independent word (i.e. like "de Noailles", not like "Dupont" which also means "from the bridge") it frequently indicates some sort of aristocracy as it can indicate that the name is a "grande famille" of a specific region. it doesn't *always* mean nobility, of course, but quite often it does. like in english, you have the "Duke of Sandwich" (or whatever) ; it's the same indication in french.
