Sure - in the US only. They are magazine publications for which the copyright wasn't renewed, back in the days when US copyright had to be renewed. They aren't in the public domain except in the US, so neither you nor I could legally download them from PG.

Copyright covers the rights of authors long dead that got no living relatives nor any publishers care about anymore. So, who cares anyway, besides readers? Whose rights are copyright laws protecting in such case? It makes no sense.

What do you mean by the expression "with rule of the shorter term", Greg? Please do correct me if I'm wrong, but the "expiring" copyright that was in force in the United Stated prior to the late 1960s ONLY applies to the US, does it not? I'm pretty certain that none of this stuff is in the public domain in the UK, for example.

No. Read it carefully. Inside the EU all terms are the same length for material originating in the EU. Germany has a older treaty with the US that says it does not go by the Berne rule of the shorter term, but all other EU nations are supposed to support it for material not origination from an EU country.
