The 'empty spaces' on the board could be for the wireless functionality. It is common in consumer electronics to design a board for the 'full functional'-model and then leave off some components (and probably use different software) for the 'lower cost'-model.
The location where U17 should go seems to be 'shielded', which is normally only needed for high frequency ICs, which also points into wireless functionality.
