The Kindle does consume some power when in sleep mode and when "off" to at least keep the clock running and to monitor the power switch. Like many, if not most modern electronic devices, it's never completely "off".

Well the main thing that consumes power when in sleep mode is it wakes up the wireless periodically. If you turn wireless off, then it will hardly use any at all. (Although I do think, if you've just added books to the device, it will do indexing in sleep mode... hard to say for sure.)

Yes, I am pretty sure in sleep mode and off mode (with the wireless off) it uses the same amount of power.
