I think that's a bug and should be reported. One of those numbers is wrong. (If nobody's mentioned it at the Baen Bar by morning I'll report it tomorrow.)

I reported it. It didn't occur to me it might be a bug--I don't really understand what I'm doing well enough to know what is or isn't a bug

As Freeshadow mentions below, confirmed that at least currently upgrading does increase output.
