Libraries offering non-resident access (US primarily)

I paid an annual fee to the Brooklyn Public Library for years to borrow ebooks and audiobooks until they changed their policy and limited access to NY residents. For the past several years, I have paid $70 per year for borrowing privileges at Metropolitan Library System; however, today I received an email stating that beginning July 1, annual fee accounts will be available to Oklahoma residents only.

I've looked at the Wiki for libraries that offer cards online or by mail to non-residents, but the info looks a bit out-of-date. I was wondering if anyone has a personal recommendation for a library that offers borrowing privileges to non-residents with an annual fee.
