German poetry

In the ebook I'm working on there is a poem by the author, Elizabeth von Arnim:

Sag was Du willst kurz und bestimmt.
Lass alle schöne Phrasen fehlen;
Wer nutzlos unsere Zeit uns nimmt
Bestiehlt uns -- und Du sollst nicht stehlen.

I can just about understand the first three lines, but I can't understand the fourth line or how it fits in.

Can anyone help, please
