Yeah especially since this is a Canadian site and Canada now is moving towards making it illegal to strip DRM's from whatever is DRMed. Or so I've heard.

I don't understand why any one repackages ?
Only instances of repackaging I have heard about is to add malevolent code. Could that be the case here?

The reason, in most cases, is simply one of profit. These companies are charging money for tools which are available for free. Not illegal, but perhaps of questionable morality.

Wouldn't it be better if the original makers did a repackaging of their own so that all would be done in one program instead of having to install three ? I mean keeping the whole process complicated is asking for third parties to repackage and make money off it.

They repackage and add a front-end of their own. It's unlikely to be to add malevolent code.

Then how do those so called third parties repackage and get it working ? They don't ask you to install Python thus it is technically possible to do this either without Python or with Python inside the single program package somehow.

They do it by creating huge unwieldy downloads that each come with their own embedded python environment. Considering how many individual tools are included in the "tools," this could easily result in something that might be hundreds of megabytes in size as opposed to two. Transparency is also a big factor: the script IS the source-code.

Yes, but copyright violations are a civil crime. The authors would have to sue the websites themselves. Even a DMCA notice would require them to give up their current anonymity.
