FWIW, I am now back up over 300 points, and the option to only redeem 199 points to get a $1.99 book is showing up again. So that's how it seems to work...

Whenever I get to 300 points, I just get a $2.99 book from my Wish List. They can toss the remaining point into a pond for all I care.
