Help with Calibre 7.9.0 not opening

I have tried cmd and this is what came up. I've tried to install with my antivirus off. It just keep doing the same thing when I try to open calibre where the blue circle spins, but it does not open. "the main calibre library program" appears in task manager under background processes but it does not show up on the taskbar. Also tried changing screen resolution, still does not appear. Ran cmd:

Reboot in safe mode and see if calibre starts then.

Yes it does open like normal in safe mode, but when I go back to normal boot, even without antivirus calibre will not open

These two programs use hardware acceleration as they embed a version of the Chrome browser to render HTML. If they do not work it will be because of incompatibility with your system’s GPU (graphics) drivers. Try updating these first, and reboot. If that does not fix it, you can set the QTWEBENGINE_CHROMIUM_FLAGS environment variable to the value --disable-gpu to turn off hardware acceleration. See this page for details.
If that does not work, you can try disabling every program that you run on startup one-by-one until you find which one is the problem. If calibre still is not working, you'll need to check services and stop any services your prorgrams have added until calibre works.

Then there will be something else other than antivirus interfering. Sadly there's no easy way to tell what. You can only try to disable things one by one.
