It isn't an app and it requires internet access (AccuWeather probably did as well) but if you go here and enter your zip code then save as a bookmark, this works the same. Kindle seems to save the zip code so the bookmark holds.

I think you're right about the AccuWeather Kindle app's use of 3G being a potential issue for Amazon. I believe that apps have to go through an approval process at Amazon, so I'm not sure how it slipped through.

The Kindle app was provided by AccuWeather, and it was available at Amazon.com for a short time before it was removed. In the app itself there is an "About" page. It states, in part: "By using this application you agree to the AccuWeather.com Terms & Conditions (in English) which can be found at our web site...." They have two free Android weather apps at Amazon: AccuWeather Quick and AccuWeather for Honeycomb.
