If so, why spend $140 on the Paperwhite bundle when you can spend $50 for a Fire 7 and not have a dangling dongle?
Good question. Since they are called the same thing, I would them to work similarly, even though the Fire leverages Android Accessibility, whereas Paperwhite is not running Android. It would certainly be a good idea to provide a common user experience as much as possible.

Indeed for vision-impaired people, Fire theoretically has more to offer in terms of display property adjustments (screen magnifier, ability to adjust font size of menus, high-contrast text, color inversion, color correction etc.). However it is a more complex device to operate than Paperwhite, and some may prefer the simplicity of the latter.

VoiceView (at least on the Fire, and I'd expect it to be similar on Kindle) is a fairly 'intrusive' feature. Don't imagine this as the return of TTS to the Kindle. Every time you touch the screen, it is going to talk back to you. That is a godsend for people with vision issues, but probably annoying for everybody else.
