Yes, it was designed to be a simple add-on. That precluded moving the entire shortcut manager, registration process, and shortcut preferences. That plus the fact QWebEngine had default shortcuts for editing we can not change.
You can always tweak the source and build your own.
Perhaps some day we could add a light-weight json file that users could hand edit to allow some degree of short cut customization.
