First you have to see what you've got:

Ok, it all comes out a bit technical, but you can see what you're dealing with.
When you plug in/unplug your device you'll see what appears/disappears.
Click on it and look at the right side. Do you see down a bit:

Interface Descriptor:
bInterfaceNumber:     0x00
bAlternateSetting:    0x00
bNumEndpoints:        0x02
bInterfaceClass:      0xFF
bInterfaceSubClass:   0x42
bInterfaceProtocol:   0x03

Then you've got fastboot, you might need a driver.
The easiest one to install is "Zadig":
https://zadig.akeo.ie/
Then you might need the fastboot executable itself, just search "minimal fastboot".
